Commonly called Spurge. 

Euphorbia is becoming increasingly popular among gardeners because of its unique chartreuse flowers and burgundy foliage that remains evergreen throughout winter months. Foliage turns from green/burgundy in summer months, to purple/black in the winter. Woody perennial that does require some light pruning after flowering in spring. Arrives to you in a quart-sized container.
